164 Power Steering rack

I have a '91 164L and the power steering rack moves from side to side
when the steering wheel is turned to the full lock position both ways. 
Therefore, my alignment is always off.

I know that there is a bushing, maybe 2, that kind of holds the rack
into position.  Would these bushings, if worn out, cause the rack to
move?

Please advise.
