164S problem

A problem I had with 91 164S (90,000miles) has reoccurred and I am
stumped.  The car will idle fast 2500 - 3000 RPM. When I shut it off it
won't start. It cranks but won't turn over. I also smell gas, like the
car is flooded. When this happened 3 months ago it was due for plugs so I
replaced the plugs, air filter, gas filter and cleaned the throttle
plates. The problem went away for about 3 months and 3,000 miles. 
It came back and the only conditions different  I noticed was that it was
a warm day for upstate New York in Winter ( 50 degrees). The next morning
when it was about 15 degrees the car started fine and the idle was back
to normal.
Any suggestions.
