Mostly correct, however, although the wind chill is a subjective/objective
measurement, which has been dummy downed by TV weather people to the "feel
like temperature", of the equivalent temperature that would be perceived with
no wind on exposed skin. The cold wind DOES have a noticeable effect on your
car. It charges the rate at which the car cools, especially the radiator if
you are pointed into the wind.
