Rich, this is another case of the unnecessary practice of substituting
parts to find a problem.   The radiator fan circuit is probably the most
simple of all.  You are quite right about using a voltmeter to trace the
path of current on its way to the fan.  However, I would start at the
fan connector to se if there is juice there. Most of those connectors
are exposed to the elements and corrode.  The thermoswitch must be
shorted to activate the relay.  Those contacts may be corroded too.
