Yes it can, you have to drill the mechanism open (ie it is not intended to
be repaired) but it is a job that can be done if you have [significant]
patience. If you have a digital camera, I suggest you take some detailed
photos of the way the cable runs across the spool while it is in the car to
help you understand how it all works once apart.
