What you have is a plugged up fuel tank vent system. As you go up in altitude on that hill climb, the pressure decreases . . . . A LOT, if you go high enough. That left pressure that was at the bottom of the hill climb in the tank. It probably greatly increased the fuel pressure in the fuel line (although the pressure relief in the fuel supply pump should have opened) and SPICA pump.

You should immediately clear that vent system. The offending part is probably the long metal tube that goes into the plastic vapor tank in the trunk. Moisture eventually rusts it shut. The other problem that can cause is a vacuum in the tank (and resulting low fuel pressure) due to the fuel level being burned down.
