There is certainly a lot of fiberglass being passed off as carbon 
fiber these days, some of it by people you'd otherwise be inclined to 
trust, but I wouldn't assume that Biba's hoods are going to be fake. 
There are ways of fabricating carbon fiber bits other than flying 
chilled pre-preg in from Germany.  While pre-preg cured in an 
autoclave offers the best strength and lowest weight, you can in fact 
lay up legit carbon fiber with methods similar to those for 
fiberglass, at a price point somewhere between fiberglass and 
professional-grade carbon.
