[alfa] Headset junction Box

Anybody know how this works? It is shown on the canadian schematic for 
the radio. I have one connected in my in my car but all it does is play 
the rear speakers through the headphones but silence the speakers in 
the car. All the box is headphone jacks and a volume control, there is 
no active circuitry. Am I missing something?
